I was finally able to find a World Tour band kit! Good times.
Bad news first. The music creator function isn't nearly as cool as I thought it would be. It is very complex! I guess can't really say if it is good or bad in itself, because I only spent about 20 minutes with it before I gave up. But I'm not willing to devote enough time to making this a worthwhile part of the game, so I didn't like this feature. Maybe someone else will.
The good, however, far outweighs the bad. This version allows 4 people to play at the same time, lead guitar, bass guitar, drums, and vocals. More people almost always equals more fun. I have to say, I was iffy on the drums at first. It took a while to get my foot coordinated with my hands, and for me to be familiar enough with the layout that I can find the drums without looking at them. But now that I've gotten more comfortable with them and can move up to "medium" difficulty, the drums are a lot of fun.
And I suck at the singing part of the game, I mean REALLY suck, so I can't even review that part.
More good news, World Tour has a huge playlist, and for the first time on the Wii, DLC! Nintendo finally jumps on board with an online music store, which is great for extending the life of the game. One minor note is that some of these songs only play well on one instrument. I found a few songs that are boring to play on the drums, but fun on the guitar, and vice versa. But for the most part, the songs have a good balance of difficulty vs. repetition. And with so many songs to choose from, everyone will be able to find something to like.
The gameplay has a few new touches, like a touch sensitive guitar neck for tricky guitar solos, but for the most part is the same guitar hero we know and love. There is a new "create a rocker" mode that lets you customize your guitar hero.
Overall, this is the right direction for the franchise. The additions of drums/vocals and the DLC make this a worthwhile title for any Guitar Hero fan. 4.5/5 stars.

What is DLC?
DownLoadable Content
I guessed the D for Downloadable from your text, but I just wasn't sure the rest.
How much did it all cost?
About $200 for the whole kit. That includes the drums, microphone, guitar, and game.
seems about right. that's reasonable as reasonable gets with video games.
