My uncle carries around a notebook with him at all times. Anywhere and everywhere, he has this notebook, and it serves one purpose: to write ideas down immediately when he gets them in his head.
He's been doing it for years and he swears by it. Kinda neat. Maybe you should try?

I have a notebook in my apartment that I jot down ideas in, but I don't carry it around with me. I'm rarely in a place where I don't have access to scrap paper if I have to write myself a note. (or I can always save something to my phone)
But even when I'm in my apartment I don't always write my ideas down. It's not lack of materials that stops me from writing down an idea, it's just laziness.
Laziness is part of it for sure, but having a dedicated space to write down ideas is important. An organized space for ideas might make you more inclined to write, as opposed to writing ideas on a pad in your apartment and other random scrap pieces of paper elsewhere.
BTW, I have a dedicated notebook...but I'm too lazy to even carry it with me =).
